Here's the Step by Step Process:
1. Go to digg.com
2. Click the Join Digg link (at the top-left part of the page)
3. Fill out the form
4. Confirm your digg account (You will have to click a link in a email from digg. Be aware: you might find the confirmation email in your spam folder)
